If I put multiple keywords all linked to the same URL in my signature file will they all get scanned properly by Google? Or is there a limit to the number of identical URLs that I should use in a signature? I ask this because I have multiple keywords that I am trying to promote for the same website home page.

Robert - I personally do not like "multiple linked keywords" in a signature. I think it is more affective for the 2 or 3 keyphrases you use in your signature than having 10. Think about it like this, if all links share the Page Rank (PR) of that page and the page does not have a high PR, the links value will be slim to none.
I also think if you have multiple links in your signature it could be a Red Flag for spam and some forums or boards might delete your account or posts.
If you are trying to achieve first page ranking for multiple keywords, I recommend focusing on 3 or 4 keywords at a time. If this is not something you want to do, create multiple accounts and only use a few links in each signature.

Have to pretty much agree with all of that Nick.
Remember that a link on a page takes a slice of the PR with it, so in some cases a link from a page with a PR of 5 that has 50 links isn't as good as a link from a page with a PR of 2 with 2 links.
